Catch up on recent government decisions coming out of Prosper and Celina, including Celina’s new e-bike regulations and a new joint Hilton hotel under review in Prosper.
1. Celina City Council passes e-bike regulations amid rising safety concerns
The city of Celina will now require riders to register their electric bicycles, or e-bikes, with the Celina Police Department.
Celina City Council passed new rules regarding e-bikes, including the permit requirement, at a March 10 meeting.
The ordinance was driven by “increasing safety concerns related to juveniles operating e-motorcycles and e-bikes,” according to a report by city staff.
2. Celina council OKs more than $10M for upcoming roadwork
Over $10 million worth of road improvements could start soon throughout Celina.
Celina City Council unanimously approved five construction contracts for projects focused on pavement and drainage issues at a March 10 meeting. Each contract addresses roadway concerns at a different location in Celina.
Some of the projects are designed to prepare Celina for future growth, according to city staff.
3. Celina invests $14.8M in Ousley Park expansion, stream restoration
Celina City Council allocated $11.9 million for stream reconstruction at Ousley Park, plus $2.9 million for design services related to the park.
Parks Director Steve Walsh said the design contract will cover “the final piece” of Ousley Park. City staff expect the design phase to take roughly 12 months, with another 12-18 months for construction.
4. Prosper to consider using roundabouts instead of traffic signals on future roads
Prosper residents could see more roundabouts on future roadways as town officials consider implementing a new policy to guide their usage.
Prosper’s Engineering Director Hulon Webb said several roadways in Prosper that are slated for future construction could be candidates for roundabouts. Some roadways could have interim roundabouts, while others may be permanent.
“Somewhere in the future, the [new] policy would be if an intersection along that stretch of road requires us to go through a signal warrant, we would also evaluate a potential roundabout,” Webb said.
5. New joint Hilton hotel under review in Prosper
A proposed dual-branded Hilton hotel could be coming to Prosper.
The project is set to go before Prosper Town Council in late April after the Planning and Zoning Commission recommended denying a special use permit at a March 25 meeting.
Project developer Wilson Parmar said the project will be a joint full-service and extended-stay hybrid hotel.
6. Funding the flow: $269M Doe Branch wastewater plant expansion underway
With populations rising in Prosper and Celina, local officials and the Upper Trinity Regional Water District are expanding water infrastructure to meet growing demands.
In 2024, both municipalities agreed to fund a $269 million expansion of the Doe Branch Water Reclamation Plant, which serves both communities. The plant was previously expanded in 2021, but local officials said continued population growth in both municipalities prompted the need for another expansion.
