So apparently these are Wenckstern Mini Hot Rods, the manufacturer website lists a bunch of different models, none of them by this precise name, but from the looks of it most of them are the same thing just with different paintjobs and accessories. These things weigh around 100 kilos, have 14 hp and I’m guessing they legally count as quadbikes for road registration, which explains why they can be registered with so few safety components but on the other hand require helmet usage. It also means anyone with a car license can drive them, and you can rent them in several German cities for sightseeing tours.
