Reckless riding and serious — even fatal — crashes prompted New Jersey to pass a strict new e-bike law. But with the requirements set to roll out this summer, key details about how the rules will work remain unclear.

“We’re still learning a lot from the new laws,” Lt. Joe Scullion of the Margate Police Department said.

Starting in July, riders must be at least 15 years old to operate an e-bike in New Jersey. Riders will also need an e-bike license, permit or a valid driver’s license. In addition, all e-bikes must be registered with the state Motor Vehicle Commission and insured.

Tom Heist, of Heist Insurance Alera Group, said the cost of that coverage is still being determined.

“We think the insurance premiums will be in the neighborhood of $250, $300 to $500 per year,” Heist said. “The state really hasn’t defined what minimum limits they want yet.”

Heist said there are still significant questions, especially about how the law will apply to out-of-state visitors bringing e-bikes to the Jersey Shore.

“You’re a resident of Pennsylvania. You can’t register your vehicle here. You’re not a resident,” Heist said.

Police also say they are waiting for more guidance on how enforcement will work.

“Are there gonna be license plates like cars are required to have? Are they gonna have to carry around an actual registration card?” Scullion said.

An MVC spokesperson told NBC10 the agency does not yet have all the answers and is still developing the e-bike registration process, including who will be allowed to register.

“I do. There’s going to be a lot… There’s confusion now,” Heist said when asked if he expects confusion once the law takes effect. “It’s going to change things dramatically.”

Officials say residents can sign up on the MVC’s website for updates as more information becomes available.

Despite the uncertainty, Scullion said the law could ultimately improve safety.

“I think it’ll make people a little bit safer,” he said.

One requirement is already clear: helmets will be mandatory for all e-bike riders, regardless of age, starting this summer.
