Since 1 March 2026, the purchase of L1e-B electric mopeds (with a top speed of up to 45 km/h) has been eligible for a one-off €600 incentive in Barcelona. To qualify, applicants must provide proof that a petrol- or diesel-powered moped has been scrapped. Both individuals and organisations based in the city can apply for the subsidy.

The programme is initially set to run until 2030. According to the city administration, applicants only need two documents: the purchase invoice for the electric moped and proof that the combustion-engine vehicle has been scrapped.

Another focus of the programme is the expansion of a battery-swapping network for mopeds and motorcycles. Barcelona plans to invest nearly €3 million over four years to support the installation of these stations. During this period, 64 new battery-swapping locations are to be set up.

In the Catalan capital, which has around 1.73 million residents, roughly 32,000 mopeds are currently registered. Of these, about 8,000 are electric, while around 24,000 still use combustion engines. The new incentive scheme forms part of Barcelona’s Climate Plan, under which the city intends to invest €1.8 billion in climate mitigation and adaptation measures by 2030. “The plan prioritises public health and promotes a just ecological transition, with the goal of reducing CO₂ emissions by over one million tonnes within five years,” the city administration states.
