What is this and should it be there? Can’t fit my spare wheel because of it.

Hi, I’ve just had to replace my wheel due to a puncture. But it turns out I cannot fit my spare wheel due to this red thing where the lug holes are. I’m not sure what it is or what to called it. But it seems like it’s glued on pretty tight.

Is it normal for this to be present? I’m driving a Volkswagen golf and the alloys are not Volkswagen alloys. Although they were fitted before I bought the car.
