The New Jersey Attorney General’s Office released video footage Thursday of a fatal crash between an e-bike rider and a police car in Atlantic Highlands last year.

The incident happened around 1 p.m. on Oct. 10, when Henry Phillips Jr., 73, of Atlantic Highlands, was riding the bike southbound in the northbound lane of Route 36, according to a statement from the office.

At the same time, Atlantic Highlands Police Officer Timothy Funk was stopped at a red light at the intersection of Route 36 and Orchard Avenue, the office said.

The 20-second footage appears to be taken from a nearby security camera. It shows Phillips riding his bike before ramming into the side of the police car as it is pulling out onto the highway.

Funk was making a right turn on red at the intersection at the time of the crash, the office said.

Phillips was airlifted to Jersey Shore University Medical Center in Neptune, where he was pronounced dead on Oct. 19, investigators said.

Under state law, the attorney general’s office is required to investigate all police-involved fatalities.

The findings will be presented to a grand jury to determine if the evidence supports the return of an indictment against Funk, the attorney general’s office said.
