How do I restore these 3pc wheels I just got

Got a deal on a set of 19” cerbs II, but the chrome is peeling and has some pretty bad curb rash,

I wanted to go with a silver polished faces or even try to re chrome them but how would I do that first would I need to remove the faces first and sand them or is there a product that can reomove it entirely?
