Why Per Mile Taxing Could Destroy EV Sales and the UK Car Industry !

[Music] Hey guys and welcome to Petroped and welcome to this week’s midweek 180. I’m home this week. Today I’ve been filming trying to avoid the rain. It’s gone from bright sunshine to torrential downpours. It’s been pretty grim to be honest and the temperatures started to drop as well. But I hope you are all well. If you’ve not seen one of these before, this is my midweek update where I bring you my news, views, and information about upcoming reviews. All filmed in one take. Let’s get the housekeeping out of the way from last week’s midweek 180. Leader of the pack was Malcolm Brew. Well done, mate. Last week, there was some brilliant debate about what makes a supercar. And honestly, having read through all of the comments and all of the suggestions, I don’t think I’m any closer to actually getting an answer to that one. I think it’s very um subjective depending on what your views are of cars. I think we can all agree supercars are cool and ace, but I’m not sure exactly whether there’s a dividing line that we can slot into all the various different cars out there, but never mind. Anyway, uh let’s start off this week with some F1 from Brazil at the weekend. I don’t know how many of you watched it was a sprint race weekend, so we had a double double set of action on Saturday and Sunday. Um a big swing in the drivers championship for Lando um with Oscar basically having issues on both days crashing out on the sprint race and then not qualifying in a brilliant place. Then when he did start the race having a 10-second penalty um and that knocked him back into the order so he finished fifth. So although he didn’t not score any points like in the sprint race um Lando’s come out of the weekend ahead um by the most this year I think so um really strong weekend for Lando but I have to say and this is me saying this as not the biggest Max Versstappen fan in the world but but Max Versstappen on race day was just unbelievable to start from the pit lane have a punk ure have to go in and change tires when you weren’t expecting to and then drive through the field to finish on the podium. Unbelievable drive. Clearly finished in third place. I think the commentary team was saying only two people have ever started from the pit lane and finished in second place. It was a phenomenal phenomenal drive, but all in all, I think the race was brilliant. There was some amazing overtaking, lots and lots of action. So, a good uh F1. We’ve got two weeks to wait until we go to Las Vegas. There’s just three races and one sprint left, all to play for still. And um I just can’t wait for the rest of the season. It’s really, really exciting. Now, I want to have a chat about um some news and I’m going to try and do this in an apolitical way because um it’s come out uh last week that in the next budget statement here in the UK, the government are going to impose a pay-per mile scheme on electric vehicles. And although it hasn’t actually been announced yet, if you read around, it’s it’s pretty much a nailed done thing. And the basics of it are that for EV owners, they’re going to have to pay 3 p per mile plus road tax or vehicle excise duty at £195. And the idea behind this is to offset losses in fuel duty as more and more people run electric cars and less and less people buy petrol and diesel. And I have to say I forecasted that this would happen around two and a half years ago in a video one of my it’s my second best ever performing video on the channel. It’s done 2.1 million views. And I said at that time I cannot see in the long run how um the government of the day whichever side that that is is going to be able to deal with the lack of fuel duty as we move away from petrol and diesel cars. And here we are. It’s happening. And I kind of understand on the one hand why it needs to happen because at the end of the day, fuel duty is a huge source of income for the government. However, for the car industry, it is a huge, very badly timed blow in my humble opinion. I think I’ve said quite a few times in the last 6 to 12 months how EV car sales are not performing as they really need to to hit the Z EV mandate targets. 28% of new car sales this year need to be battery electric vehicles. And the last time I checked at the end of quarter 3 it was only 21%. So, it’s highly likely that we’re going to miss that target this year unless the industry does shed loads of pre-registrations again or does lots of fiddling around with um buying credits and so on. But I think that target is going to be missed and therefore the chances of it being hit next year or even less. So in the time frame where we need to encourage more and more people to buy electric cars to hit that ZEV mandate, which the government put in place anyway, they just shot themselves in the foot because if I was undecided about whether I was going to buy an EV, the fact I’m now going to have to pay 3 p a mile plus road tax is just going to be one more thing that means I’m less likely to buy an electric car. And I’m not sitting here saying whether electric’s the answer or petrol is the answer. That’s not the point of me talking about this and that’s not my view. I think all cars have their place. All car have they have their use cases where they’re really really good. EVs are great at some things, not great at others. Petrol cars are great at some things, not great at others. And and hybrids are great at one thing and sometimes not so great in others. So, just to give you an idea, if you did 8,000 mi a year in your EV, which is pretty typical to be honest, you’re going to be paying £435 in additional taxes. That’s £240 from the pence per mile rates and £195 cuz that’s the basic rate of vehicle excise duty. Now, that’s not a jigormous amount of money, but if budgets are tight and you’re really trying to look at where the money’s going, then then that may well be a deciding factor. And hybrids will be also having a pence per mile rate, although the rate the number hasn’t actually been announced yet and details haven’t been announced. So, I think we all just need to tune into the budget. Um, I personally think if you want to encourage people into EVs, this is not a great idea. But the thing that the government should really be concentrating their efforts on is trying to manage the cost of public charging. Because at the moment, if especially the rapid charging, you could be easily be paying 60 70 maybe 80 p per kilowatt hour to charge up your electric vehicle. Which means if you’re using that public charging infrastructure, it’s probably no cheaper to be putting miles of range in your car than it is going and filling up with with um with petrol or diesel. And that is the thing I think that will put many people off as well. For sure, if you can charge at home and you can get over rate, you know, cheap overnight tariffs, that’s fine. But I just think it’s the it’s another typical example of politicians not having a clue how things work and I think it’s it’s another death nail in the motor industry because I can only see bad things happening from it. I would love to know your thoughts on the issue. Um last couple of things. Um I was going to put an announcement out last week, but I did it um on Facebook and Instagram instead. Well, I’m driving my first hypercar. So a couple of weeks ago I went down to my good friends at 5 supercars and met up with a lovely guy called Tommy from Super Vetura Kernigseg. Now, Tommy is a bit of a legend because a few months ago, I drove Tommy’s Singer. So, if you saw me drive the the Singer 911, um that was Tommy’s car and and he invited me back and said, “Look, I’ve heard you’ve not driven a hypercar before. Would you like to have a go?” So, I went, “Uh, let me think about that one for one moment.” So, I went down there and I drove a Kernigseg Aira N. Um, and I have a bit of a chat about and it it kind of links back to the midweek 180 question last week. What makes a sports car supercar hypercar? Well, what makes a hypercar is a really good question and I try and answer it in the video. I mean, for me, the fact that the car had 1,360 horsepower and was worth over 3 million pounds, that puts it in strong hypercar territory. Oh. Uh top speed was 272 miles an hour. Um it was an amazing amazing experience. And what I’ve tried to do in the video, like I do in all of my videos actually, is to try and bring you along on the journey and try and give you as much of the experience I had stepping into the world of that kind of level of performance in the car.
