Bad seal in the light housing either around the light sockets or most Likely the seal between the two parts of the housing, just needs to be replaced. Typically it’s not to hard to replace these and I’m sure there’s a video somewhere showing ya how.

Your blinker fluid is getting low. Really I just drill a small hole in the bottom of the light and let the water drain out.

The plastic assembly must be cracked somewhere, thus allowing condensation to get inside. There are a few options you can consider here.
1. You can remove that plastic assembly, use a hair dryer or other heating implement to dry out the water that’s inside. Then you can figure out where it’s cracked, JB Weld the crack shut, and reinstall. Hopefully it will be good for some more years. 2. You can go online to a site like Ebay Motors, call a local used parts dealer, or visit a salvage yard, to find a used, replacement assembly to replace the cracked one on your RAV4. 3. You can go online to a site like [RockAuto.com](http://RockAuto.com) and buy a brand new replacement tail light assembly to replace the one cracked one on your RAV4. These appear to cost about $50 or less.

Poor quality raw materials, poor manufacturing processes, poor quality control. Owned GM and never had water in tail light but have seen many, many Hyundai and Kia with water in lights. IMHO
