    Your car has steel wheels and plastic hub caps clipped over them. The steel wheel portion is rusting.

    There are two different fixes:

    Jack up car (carefully! Find videos on how to do it safely), remove hubcap, remove wheel, mask off tire, clean off rust (wear hand/eye/breathing protection), then primer and paint the wheel in your choice of colour. Allow to dry and install wheel back on car.

    Buy a new set of steel wheels. They usually aren’t very expensive. Size, width, and bolt pattern are unique to your model car, so make sure it fits. Tirerack.com is good for this. They can even send the wheels to a local shop so they can swap tires from the old wheels to the new wheels.
