Locked, no license plate. From the crust on top it looks like it’s been here a while. Anything I can use to (potentially) get it for a low/no price?

None of this means that the vehicle is abandoned.
That pollin stuff on the paint doesn’t mean it’s been there a while. My oak tree did that shit to our cars overnight last night.
