Unplugged piece (?)

Hello, everyone. I have a question about a piece at the back of my car.

I recently bought a Honda civic 2017 ex 2.0 and found out that it has an unplugged piece hanging below the rear bumper. I’m not sure what it is or if it needs replacement or if maybe I can plug it myself back in place without dismantling the bumper.

Any advice on it would be appreciated. Thanks in advance for your responses.
