Wellington council approves first reading of e-bike and scooter ordinance
WELLINGTON, Fla. —
Wellington’s village council approved the first reading of a new ordinance this week to regulate e-bikes, motorized scooters, and other “micro-mobility” devices on local streets and sidewalks, with the measure passing 4-1.
The ordinance would require helmets, impose a 15-mile-per-hour speed limit on sidewalks and pathways, mandate riders to carry identification, and prohibit riding on equestrian streets. It also includes a provision barring anyone under the age of 15 from operating these devices.
Mayor Michael Napoleone cast the sole dissenting vote, expressing concerns about the age restriction despite supporting the ordinance’s safety measures.
“I hear all the arguments as to why age is something to consider. But I do know we have to recognize the reality that we’ve got hundreds of kids in our community that use these things safely and responsibly, and some don’t. But I still think this comes back to parental responsibility,” Napoleone said.
Other council members disagreed with the mayor, arguing that a clear age restriction would help prevent accidents involving children and motorized devices.
“It’s just a matter of when, not if; it’s a when. And we have a chance right now to help try to mitigate that. Not that we’re going to be able to stop it, but at least we can try to mitigate it,” Councilman Johnny Meier said.
The ordinance is scheduled for a second and final reading on Aug. 10.
