MONCKS CORNER, S.C. — Moncks Corner’s new ordinance regulating electric bicycles and electric scooters is now in effect, creating uniform safety standards for riders using the town’s roads, sidewalks and multi-use trails.
The Moncks Corner Police Department announced that Ordinance 2026-09 establishes regulations governing the operation of e-bikes and e-scooters throughout town. Officials said the ordinance is designed to improve safety for riders, pedestrians and motorists while promoting responsible use of the increasingly popular modes of transportation.

Among the most significant provisions, operators must obey all traffic laws, traffic signs and traffic control devices, just as other vehicles on the road.
The ordinance also establishes a maximum speed of 25 mph for both e-bikes and e-scooters. Additionally, e-scooters are prohibited from operating on roadways with posted speed limits greater than 30 mph, except when crossing at designated crosswalks.
The new rules place additional restrictions on where riders can travel.
E-bikes are no longer permitted on sidewalks within town limits, although designated multi-use trails remain exempt. Riders using those trails must yield to pedestrians.
The ordinance also prohibits reckless riding, carrying more passengers than a vehicle is designed for and using a mobile electronic device while operating an e-bike or e-scooter.
Safety equipment requirements are also included. Riders younger than 16 must wear a properly fitted bicycle helmet, and any e-bike operated after dark must be equipped with a white front light and a red rear light.
Town officials also addressed modified electric bicycles. Under the ordinance, e-bikes capable of exceeding 750 watts of power or speeds greater than 25 mph are classified as mopeds and become subject to applicable state laws governing those vehicles.
“Our goal is to keep everyone safe,” Moncks Corner Police Chief Antwan Richardson said in a statement. “By understanding and following these regulations, we can help ensure our roads, sidewalks, and trails remain safe for riders, pedestrians, and motorists alike.”
The Police Department is encouraging residents to familiarize themselves with the new ordinance and follow the regulations as the town begins enforcing the updated rules.
