As concerns over e-bike safety continue across the Houston area, Conroe ISD is taking steps to create clearer rules for students on campus.
The district is finalizing new student handbook language for the 2026-27 school year that will require students to dismount and walk e-bikes and e-scooters while on district property.

Conroe ISD said the updated language formalizes a practice that is already in place at many campuses and will create consistent expectations across the district.
Officials said the goal is to improve student safety as more students use electric bikes and scooters to travel to and from school.
“While the district can establish rules for the use of e-bikes and e-scooters on school property, we have no authority over their operation on public roads, sidewalks, pathways, or within neighborhoods,” the district said in a statement.
The district’s decision comes after Conroe ISD previously surveyed campus administrators about concerns surrounding e-bikes and motorized scooters.
The survey found:
34% of campus administrators considered e-bikes and motorized scooters somewhat of a safety concern.
16% considered them a major safety concern.
25% of surveyed campuses reported an accident involving an e-bike or motorized scooter.
Conroe ISD said it is also working on safety education materials for families as part of its back-to-school campaign. The videos will highlight the importance of helmet use, parental supervision, obeying traffic laws and safe riding practices.
The district’s announcement comes as law enforcement agencies across the Houston area have also raised concerns about certain high-powered electric bikes and e-dirt bikes being used near school zones.
