LELAND, N.C. (WECT) – The Leland Town Council discussed potential regulations for e-bikes and electric scooters during its meeting on Monday, following continued reports of unsafe riding.
Council members discussed several safety concerns during the June 15 meeting. Residents reported e-bike riders on paths not slowing for pedestrians. One social media complaint described an e-bike nearly striking people. A motorized skateboard rider was reported for traveling over 25 mph in a residential neighborhood near pedestrians.
The town currently has no ordinance regulating these devices.
Town staff referenced Senate Bill 970 and House Bill 1084, which would create three classes of e-bikes. Class 1 would be pedal-assist only, not exceeding 20 mph. Class 2 would allow throttle operation, also limited to 20 mph. Class 3 would allow speeds up to 28-30 mph.
The town attorney said Leland does not have to wait for state legislation to act. He referenced Wilmington’s adoption of its own e-bike ordinance.
Council directed staff to research ordinances from surrounding municipalities and report back next month.
