MASSENA — Massena Village Police will be conducting an outreach program for individuals operating e-bikes and e-scooters within the village as part of a public safety campaign. 

Massena Police announced the new informational initiative last week, saying they plan to make contact with individuals who may be operating the devices in violation of state law or village code. 

“During these interactions, officers will provide informational flyers outlining proper operation, safety guidelines, and applicable regulations,” they wrote on Facebook. 

Though the program is designed to educate riders and raise awareness about the dangers of illegal operation, continued violations could result in enforcement action, they said. 

Riders are allowed to use bike lanes to ride the devices, though the village does not currently use designated lanes. 

Riding e-bikes and scooters is also permitted on roadways, generally in 30 mph or less zones. 

Where they are not permitted is on sidewalks or on high-speed roads and highways. 

Riders are also expected to follow the same laws as motor vehicles, including stopping at signs and traffic lights, yielding the right-of-way and riding with traffic. 

Riders must be 16-years or older but are not required to obtain a driver’s license. 

Helmets are required for all e-scooters and anyone under 18 or riding a high-speed e-bike. 

Police say riders should operate the devices predictably and stay visible, which includes using lights at night. 

Both hands should be on the handlebars at all times and no headphones or phones should be used when in operation. 

Only one rider is permitted per device. 

For parents and guardians, they too are responsible for ensuring minors understand and follow the law, wear any required equipment and operate devices safely.
