Charges have been updated against a man in connection with a crash that killed a Jefferson City man.
Prosecutors charged Robert R. Rackers with DWI – Death of Another Not a Passenger, Second Degree Involuntary Manslaughter, Operating a Motor Vehicle in a Careless and Imprudent Manner – Involving an Accident, and Owner Operating without Maintaining Financial Responsibility.
The charges stem from a crash that happened on Sunday, April 19, 2026, in the 100 block of East Dunklin Street.
Richard Robben, 59, was riding an e-bike eastbound on East Dunklin.
Rackers was driving a 1999 GMC Sonoma going west.
A release from the Jefferson City Police Department states that the GMC hit the e-bike while making a left turn.
Robben later died from his injuries.
Court documents state that Jefferson City Police officers said that they could smell the odor of marijuana on Rackers.
They also said they found five grams of what they believe to be marijuana on his person.
Rackers was being held in the Cole County Jail without bond.
He was scheduled to be arraigned on April 22 in Cole County Court.
