JAKARTA – The procurement of tens of thousands of electric motorcycles for the heads of the Nutrition Fulfillment Service Unit (SPPG) is in the spotlight. This procurement is said to be inconsistent with the narrative of budget efficiency that the government of President Prabowo Subianto often sings.

The National Nutrition Agency (BGN) is back in the public discussion after news circulated regarding the procurement of electric motorcycles to support the Free Nutrition Agency (MBG) program.

A few days ago, a video of a warehouse full of electric motorcycles with the BGN logo circulated. BGN Head Dadan Hindayana confirmed that thousands of motorcycles were used to support the operations of the MBG program, especially for SPPG heads. He also explained that the procurement of the motorcycle was part of the 2025 budget planning. To date, the procurement has been realized from 21,801 units out of 25 thousand units ordered.

Dadan said that the electric motorcycle had not been distributed to the parties concerned. The motorcycle still has to go through the administrative process as State-owned Goods (BMN) before it can be used.

“This program reaches areas that will be very difficult, reaching villages, areas that can only be reached by motorcycle,” said Dadang, quoting Antara.

The Director of the Center for Budget Analysis (CBA) Uchok Sky Khadafi assessed that the procurement of thousands of motorcycles for MBG operations was an anomaly in the middle of the budget efficiency policy.

Price of Luxury

This is not the first time that President Prabowo’s flagship program has been in the spotlight, since it was first launched in January 2025. So far, there has been no clarity about the brand of electric motorcycle purchased by BGN. However, according to news that has been circulating on social media, the electric motorcycle has similarities with the Emmo JVX GT.

Likewise, the price is not transparent, although a number of sources say the price is priced at Rp56.8 million per unit.

The lack of information regarding the electric motorcycle which is planned to be distributed to the head of the SPPG is a concern for a number of parties, including automotive observer Ridwan Hanif Rahmadi. Until now, he said, there has been no unit of Emmo electric motorcycle that has been seen in public or tested by the media.

Even after the research he did through various digital platforms such as YouTube and Instagram, there were no reviews or documents from any automotive media.

The news about Emmo’s motorcycle only occurred after it went viral on social media. With the specifications and prices circulating in the media, according to Ridwan, the national electric motorcycle market actually has many more competitive local product choices, both in terms of price and performance.

Similarly, CBA Director Uchok Sky Khadafi considered the procurement of tens of thousands of electric motorcycles by BGN to be ironic. This is because the government is currently echoing budget savings. He also smelled a discrepancy with the fantastic procurement value.

With the calculation of the price of the motorcycle per unit of Rp50 million, Uchok suspects that the budget for the procurement of BGN electric motorcycles reaches Rp3.2 trillion for 65,067 units, although Dadan emphasized that the procurement of motorcycles last year was only 25 thousand units. This figure is said to be unnatural when compared to market prices.

“This is obviously very expensive. With such a large purchase, the price should be much cheaper,” he said.

Silent Operation

Uchok also highlighted the procurement of this electric motorcycle which uses the e-purchashing system, which is the way the ministry/institution buys goods or services directly through the official online catalog of the country, without auction or tending.

Simply put, e-purchaging can be said to be shopping at the marketplace, but specifically for the government. Although it is legally justified because it aims to make procurement faster and simpler, Uchok sees that this system is actually difficult to detect by the public.

“The procurement of this motorcycle uses an e-puchashing system so that it is silent and cannot be monitored by the public, and this has succeeded,” Uchok emphasized.

Not only that, he also criticized the narrative of budget efficiency that the government often chanted. The procurement of electric motorcycles with fantastic values and minimal transparency is considered contrary to the spirit of budget implementation.

“BGN is far from budget efficiency. It’s just throwing money away when the fiscal is down again. This motorcycle must be investigated by the legal apparatus, the price is too expensive, and suspicious,” he said.

Meanwhile, amid the noise of the procurement of tens of thousands of BGN electric motorcycles, Finance Minister Purbaya Yudhi Sadewa admitted that his party had rejected the proposed budget for the procurement of operational computers and motorcycles for the MBG program. Regarding this year’s budget submission, he emphasized that he did not know for sure and would conduct further checks.

However, what is certain, he emphasized, the government wants to ensure that the main focus of the MBG program remains on providing food for the community.

“It’s not that it’s not allowed, we don’t know what the program is like. But it should be mainly for food. If the businessman is already profitable enough,” he said.
