Portland e-bike rebates offer up to $2,350 for eligible residents

The city of Portland will open applications April 6 for a new e-bike rebate program aimed at expanding access to affordable, low-carbon transportation, officials announced.
The initiative, called Portland Rides, is funded through the Portland Clean Energy Community Benefits Fund and will distribute more than 6,000 standard, cargo and adaptive e-bikes through 2029. The $20 million investment prioritizes low-income households and communities disproportionately impacted by climate change.
Eligible residents can apply online through July 24 for instant rebates of up to $1,600 on standard e-bikes and up to $2,350 on cargo models. Additional rebates of up to $300 will be available for safety gear such as helmets, locks and lights. Applicants will be selected through a randomized process and notified by email with redemption details.
A second application round for adaptive e-bikes — designed for riders with disabilities or limited mobility — opens April 20.
City officials said the program is designed to reduce transportation costs, cut greenhouse gas emissions and improve access to reliable commuting options. Participants must earn at or below 60% of the area median income to qualify.
The launch follows a 2025 pilot at Portland Community College that provided more than 100 e-bikes to low-income students and demonstrated strong demand, according to program administrators.
In addition to rebates, Portland Rides will include safety training and education, with local bike shops participating as approved retailers. An in-person outreach event is scheduled for April 11 at Parkrose Middle School, where residents can test ride e-bikes and receive application assistance.
The program will be administered by Resource Innovations, with APTIM managing rebates and Portland State University Transportation Research and Education Center serving as a third-party evaluator.
