The Sun Valley City Council on Thursday will hold a second reading of and could approve an ordinance setting new e-bike regulations.
Council members are also set to present standards for inclusion of athletes who could be memorialized in statues at Champions Meadow, formerly Festival Meadow.
The council will review new definitions for “reckless operation” of e-bikes and consider making reckless operation a misdemeanor offense, as other Wood River Valley cities have done. Reckless operation would be defined as persons riding “carelessly and heedlessly, or without due caution and circumspection, or at such a speed or in any other manner as to damage or be likely to damage any person or property.”
The ordinance would also require riders of regular bicycles and e-bikes under the age of 18 to wear a helmet. It would maintain the existing 20-mph speed limit on trails and penalties for violations in the form of a $100 infraction.
The council will review a resolution that would restrict athletes for honors at the sculpture park in Champions Meadow to those who have “won a gold, silver or bronze in any Olympic sport,” and who have “made a significant contribution to the Sun Valley community.”
A significant contribution “could include membership in a local athletic program, participation in local education programs or leadership in the sport depicted in the sculpture.”
There will also be a public hearing on a proposed ordinance that would increase the minimum length for Sun Valley driveways to 26 feet from 22 feet. It would also decrease the maximum driveway slope to 7% from 10% unless the city fire chief makes an exception. Property owners with nonconforming driveways would be required to upgrade their driveways to meet the standards if seeking city approval for other improvements on their property, though there are some exceptions to that rule.
