OLYMPIA — Businesses across Washington will soon have access to millions of dollars in incentives aimed at speeding up the transition to cleaner commercial vehicles and equipment.

The Washington State Department of Transportation announced this week that its Washington Zero-Emission Incentive Program (WAZIP) will open in April, making $112 million in state funding available for medium- and heavy-duty zero-emission vehicles and off-road equipment.

The program is funded through Washington’s Climate Commitment Act and is designed to reduce the upfront cost of purchasing cleaner equipment. Vouchers will be issued on a first-come, first-served basis, and officials anticipate strong demand.

“We’re accelerating the switch to zero-emission vehicles by helping businesses afford new equipment that will benefit them for years to come,” said Secretary of Transportation Julie Meredith. “Potential buyers are encouraged to plan now for the availability of these voucher incentives. We anticipate funding will be in great demand and vouchers will be issued on a first-come, first-served basis.”

What Qualifies

A wide range of medium- and heavy-duty vehicles and commercial equipment are eligible under the program, including:

Class 2b–8 trucks

Construction vehicles

Agricultural machinery

Airport loaders and tugs

Commercial boats

Forklifts

Freight locomotives

Refrigerated transportation units

Freight-handling equipment

Charging and dispensing stations

Voucher amounts will vary depending on the type of vehicle or equipment purchased. Small businesses will be eligible for enhanced incentives.

How the Program Works

WAZIP is structured as a point-of-sale voucher program, meaning the discount is applied immediately at the time of purchase. Buyers do not need to wait for rebates or complete additional paperwork after the sale. Participating dealerships handle the voucher process.

Dealers must register online, complete required training, and sell approved vehicles or equipment. A list of eligible vehicles and equipment is expected to be published in March, with a detailed catalog available once the program launches.

WSDOT selected nonprofit clean transportation organization CALSTART to administer the program. Together, WSDOT and CALSTART developed an implementation manual outlining eligibility requirements, funding rules and program guidelines.

Climate and Equity Focus

The program launched in 2025 and follows recommendations from a 2024 state study. It is modeled after California’s Clean Truck and Bus Voucher Program and Clean Off-Road Equipment Voucher initiatives.

State officials say the effort directly supports Washington’s climate and equity goals by cutting transportation emissions and helping businesses — especially small operators — access cleaner technologies.

Potential buyers can express early interest on the WAZIP website and receive technical assistance to determine vehicle options and charging needs before funding opens in April.

With more than $112 million available, transportation leaders are urging businesses and fleet operators to begin preparing now to secure funding once the voucher window opens.
