Does anyone know where I can order this bolt?

This #10 flange bolt is 2 inches long and is used to bolt my splash shield to the bottom of my 2006 Subaru Outback. I’m looking to order replacements. I searched high and low and can’t seem to find a replacement. The Subaru dealership gave me the wrong size and the hardware store didn’t have one where the threads match. Any ideas?
