Is a serial number and a VIN the same thing on older vehicles?

Have a 1970 International dump truck and and I’m trying to find a VIN. Don’t have the title, and I’ve looked in all the usual spots (bottom of windshield, door jams, firewall). All I’ve found is this tag on the door jam with a serial number.

    Yup, from my experience, Serial Number is the VIN.

    I work with a licensing software that has a vehicle section, and the default name is Serial Number but for most they change the label to VIN
