In Canada dealers can’t sell new cars over MSRP… BUT if they dive them around the block a few times, technically it’s not new anymore so with 30km (18 mi) on the odo, that’s about $80k USD

In the US, cars are considered new until they’ve been titled in a person or business name. Meaning, the dealership sold the car to another entity. (Or to themselves to use as a loaner)
