If it was my car I’d probably just clean it up and wrap it in vinyl to save a few bucks. I’ve done it before on a roof with clearcoat damage and it looked much better.

Can’t tell if it’s just the clear coat flaking off or it’s burned through to the base coat. If the base is decent you could sand it and hit it with a 2k clear coat. If not try this vid at around 11:50
