Rust on a 2009 Toyota Corolla

Hi folks, so I am a first time driver of a 2009 Toyota Corolla and I didn’t know that you’re supposed to wash your car frequently in the winter months (or, like, at all) to prevent rust. I live in Toronto, Canada, and this is the condition of the rust on my car now. Is there any saving it, and if so, what do I do and how much will it cost me?
